I m not very far into the design so things are still in the rough.

Gutters on the right side of a scroll bar.
Just hook the bracket under the front lip of the gutter and then screw the other side of the bracket to the fascia.

If the design shows the main content in a container that is 1200px wide there s a risk that it will look strange on a 1024px screen since the columns could be too narrow to display the content.
Add the css to that div and if the scroll bar goes away you know that element is either causing or containing the offending element.
Bootstrap s grid system is responsive and the columns will re arrange depending on the screen size.
Uncovering the root issue.
If adding the css does nothing you know it was not that div that caused the issue and either another div in the container is causing it or the container itself is causing it.
On a big screen it might look better with the content organized in three columns but on a small screen it would be better if the content items were stacked on top of each other.
If we have a single flexbox row no wrapping we can set horizontal gutters easily.
In this demo we re making the side flex containers as well just for fun to handle the vertical and horizontal centering.

The spec describes it reserving space for the scrollbar and that makes sense since that s what a gutter ultimately is.
